Examination Quality Management of the JPO

In order to support enterprises’ global business development and contribute to promoting innovation, the JPO aims at realizing globally reliable examination of high quality which assists them to obtain their rights quickly overseas through our examination results that are usable in other countries. Needless to say, we should contribute to the development of the industries through properly examining applications and granting rights.

Therefore, the JPO formulated Quality Policies as fundamental principles for the examination quality management, and established the “Subcommittee on Examination Quality Management,” comprised of external experts, from which we receive objective evaluation on the implementation system of quality management and its current status. The JPO is making effort, aiming for the fastest and utmost quality examination by reflecting the objective evaluation from the Subcommittee on our formulating initiatives.

The JPO established a “Subcommittee on Examination Quality Management,” consisting of external experts such as business, legal and academic experts, under the “Intellectual Property Committee of the Industrial Structure Council” in August 2014 in order to enhance the examination quality management at the JPO.

The Subcommittee conducts objective evaluation on the implementation system and its current status of quality management of patent, design and trademark examinations at the JPO, and provides suggestions for improvements. The Subcommittee finally consolidates the results into a written report.

Relation between Internal QM and “Subcommittee on Examination Quality Management”

The initiative of realizing the fastest and utmost quality examination in the world by introducing an objective quality management system by outside experts as explained above is stipulated in the “Japan Revitalization Strategy” (revised in 2014) (decided by the Cabinet on June 24, 2014).
